It's just my idea but if Joe Gallo with the help of don carlo could become the boss of the family, wouldn't have been better? unlike Persico who had brothers, cousins, sons and nephews who in a nepotistic way give power inside the family, Gallo over his brother had only 5 or 6 allies to made ; also there would be a Persico's men killing including Greg Scarpa who was an informant of the FBI, and then after the commission trial Gallo would leave the power to an another boss and it wouldn't have led to the third colombo war.
