Why does every major organized crime group seem to have a "farm team" or junior mafia? Is it just for recruiting, or is it also for the commission of crimes against which minors are often immune?

Who creates these gangs of little ruffians? Do they form themselves, or are the founding members actually adults or older kids recruited by some adult member of organized crime to be the founding member of a new street gang?
