Federal prisoners are only available for parole in four situations:

(1) Those convicted of crimes before November, 1987, when the new federal parole restrictions were instituted.

(2) Those convicted of committing crimes before 1997 in the District of Columbia.

(3) Those serving time in military prisons.

(4) Those convicted of crimes who are members of a country involved with the U.S. in foreign treaty transfer cases.
