It doesn't say anything about the police encouraging the victim to lie or Stephen being cleared of hitting him with a brick. It couldn't be proven what he hit him with.
The State charge was assault in the second degree. He did about two years at Cape Vincent. But there's nothing in the official record stating that is was a brick.
