I wouldn't say he took money out of the black economy but did took a chunk from a major racket in the black underworld. Albeit , it wasn't at it's peak nor didn't last long compared to the Policy Kings control. By the mid 60s, Black street mobs rose and made it more unsafe for the mobsters and their associates to come through the area to collect payment. Also drug trade became the new racket in the black underworld.
