There's so many high ranking members, not enough administration spots.
In addition there are not enough rackets.... drugs i guess but weed is kinda legalized in philly now, gambling is full blown half mile from s philly, jersey and delaware are gonna have sportsbooks... i mean you always having gambling and loansharking there but its a lot of hands for not alot of $$$ and alot of time in prison....i mean these dudes aint the sharpest just look at niccodemo, who as stated might just put them all back in prison.
