Who the hell knows. But in my opinion Mazzone is running day to day while Merlino is making the final decisions.
He is probably only consulted on something big or important being in Florida and being careful to not get caught on taps, and gets his weekly/monthly envelope
Wags or someone he is with down there probably passes on his word if he didnt decide to step down, which I doubt he would.
