I don't even think its noble. You can't denounce the mafia and in the same statement praise drug prohibition- the main source of the italian mafia's income. The church seems to be hooked on making feel-good statements, even if they know their preferred policy doesn't empirically work. They are completely unconcerned with real consequences.
