Before you jumped to conclusions I would say he's a high rank leader ( 3 or 5 * branch rank) and also we don't know how much each of those blocks earned. I think he's a branch elite since he oversee a different branch of VLs and the Souls, Breeds, Gs clique up with them for profits. Of course that indicate they paid up to the hierarchy.
