It looks silly, but not for anything VegasMikey has a point. I've been in Sicily for more feasts than I can count and you wouldn't believe how some tough mafiosi dress for such things as Carnevale or for their hometown feasts to their patron Saint, etc.
Yea its just a tradition in Philly, I'm sure as Carm said they do it in a lot of places too. My old roommate in South Philly and all our friends are part of a Mummers brigade. I am too self conscious (and from jersey) to do it! Also I like to drink on NYE not New Year's Day lol. A lot of those south philly guys are tough as nails and would fuck you up in an instant, so I wouldn't assume they're sweet just based on the mummers clothes. Also Handsome Stevie I know where you got the pics of my friend Sheep lol!!! I'm on to you. Don't worry tho your secrets safe with me
