By American standards (and by most European/North African standards as well I would guess) these people are "Black". They are also indigenous North Africans (Berber/Tuareg/Sahrawis). Black/White is a social category much more than a biological one. Not every Berber or North African is Caucasian. Some ethnic/linguistic/religious/national groups do not precisely match up with "race".
