Philly is a curiosity.

In a city of 6 million and there's talk of 'factions fighting over a smaller and smaller pie'?!?!
Why are there such a small number of made guys on the street in a city this size, this is not Chicago where 'making a guy' is not necessarily a done thing, or at least comparable to the East coast families.

This is a city of 6 mil with 15-20odd made guys on the street, and a huge Italian-American population.
Surely if nothing else there would be more than enough 'pie' for all, if not the potential opportunity to expand.
And this considering Philly has a reach into atlantic city and Jersey.
Doesnt make sense imo in terms of size of the family to size of the city, considering its Italian demographic.
