Yes, it looks like Joe Scootch (and a brother of his, Anthony Indelicato murdered in 1933) was a cousin of Alphonse "Sonny Red" and his brother Joseph Bruno Indelicato. All of them grew up on Elizabeth Street, Little Italy section of Manhattan.
