The Narducci sons have kids in their 20s now and have a lot of legitimate money. Given what happens around in Philly/SJ, only a complete narcissist would want to be boss.
Who knows how these guys view the "rules". Back when Chickie Narducci was killed, His sons had no choice but to accept it or die. Their dad killed a boss, under Scarfo/Leonetti/Salvie Testa's watch. These guys were proven killers, who had the backing of the Fucking Commission in NYC. This is long before the internet and cell phones and cable TV. Fuck, everything they knew was based on first-hand or secondhand direct knowledge.
