"the South was the last region in the U.S. to be affected by street gangs, so the phenomenon isn't as well entrenched as it is in other regions."

True the South was last but gangs did entrenched themselves , considering how the South experienced the highest growth in gangs during the late 80s/90s than the other regions of the country. Dallas , Houston, San Antonio, & Memphis are good examples.

"Atlanta has changed drastically over the past decade. prior to Katrina, the cliques weren't a factor. the city used to be somewhat comparable to new Orleans. similar to new Orleans claiming wards, atlanta claimed their zones. in both cities the street beefs were project vs project. atlanta had mostly project-based drug gangs, and not much in the way of street gangs"

Actually that's what I meant by cliques, those claiming their zones and based in the projects are Cliques. Still can qualify as a gang and some are hybrid groups. Cliques are spread out in majority in the South.

"It'll be interesting to see in a few years what becomes more prominent in the South. whether it'll be east coast UBN,west coast,or the homegrown blood gangs"

After being active in the South 20+ years not much will change in a few years besides tipsy topsy membership in my opinion. Bloods aren't a factor here in Mississippi. Also GDs have mild to high presence throughout the South more than most black gangs/mobs except some areas of course.
