Can any Joe Schmoe fulfill an open contract, and collect?......I am curious if it has EVER been done?
The "open contract" is mostly urban legend and a product of FBI and media hype and misinformation. It is in fact against LCN rules going back to the 1930s
Can you produce a quote from the FBI saying they sent out misinformation, this is the third time i have asked you this. Once more then i'd need to assume that you're avoiding the question.
