If Lupo had not gone to prison when he did, he probably could have stabilized the family, especially when Maggadino was starting to get old and senile. Rochester may not have broken off if Lupo had not gotten locked up. Who really knows though?
I agree 100% It was Lupo who locked the LIUNA locals into the interstate highway construction, and eliminated dead weight from some crews
