IMO the order came from Massino not Rastelli. Rastelli was near the end of his tenure and I think Joe viewed Cesear as a threat.

It was more of him just walking out without explanation than not giving him a proper goodbye. When you already extort a drug dealer close to the boss then insult him when you're told to answer for it, yea you are a dead man walking.
