One thing that some Board members should consider is there is no right to free speech. Frequently though, references to speech are phrased as free speech. The language and interpretation of the US Constitution's 1st Amendment constrains Congress, but it does not prohibit statutory limitations on speech.

Interpretation of the Constitution's 14th Amendment applies (Incorporates) that language to state's and local governments. Neither Amendment applies those constraints to non-governmental entities.
