We've seen both arraignments being used. Sometimes the administration has no direct contact with rackets and just cut up the money being kicked up from captains. Other times, the consig and UB, keep their old crews and don't get any of the kickup money. However since their positions make them so much more influential and powerful, they rake in more money than other crew leaders.
