Appears to be so Oli. As an ex-NY suburbanite I used to commute on a northern portion of the Saw Mill River Pkwy; notorious for flooding. I wasn't aware of this project, but it sounds ambitious. I hope it succeeds. How many other natural treasures have been swallowed up by industrial and urban sprawl?
