For every prisoner, mobbed-up or not, it comes down to personal force and leadership. A lone mobster in a prison or a cellblock isn't going to command respect on his own (as in Marion in the Gotti example). But in, say, Lewisburg, where there are plenty of mobsters and connected guys, someone who's part of that scene gets it, same as the leaders of the black, Hispanic and skinhead gangs. "In numbers there is strength..."
