In short words, they're not real criminals, they're stupid pussies.
Depends of the point of view on the concept of pussy. In my opinion, an individual like Tony Accardo, Carlo Gambino etc who send others to kill and think they are above doing the job themselves deserve even more to be called pussies than those rats.
They "worked" their way to that positions,and that way is not easy at all.
