Tradition had been that the Capo's elect the consiglieres in the past, not individual soldiers. This seems to have been done away with over the past 25 or so years.

The idea and a good one at that was for a separation of power at the top and for the consigliere to be 100% impartial in mediating disputes, even if it was against the boss.
