When he had them made to order they came from a high end mens shop on Canal Street. They made them up specifically for him. He didn't get any of his clothes from Vito's mens shop.

Made To Order is a term used by restaurants and even fast food chains not a men's clothing shop. Is suits were tailor-made or he didn't buy a suit off the rack. Anyone with money can have a suit tailor made for them. Canal Street
