My take on chicago is this: strong but limited.

They are stronger and slightly bigger than NE and Philly. But their activity remains around equal with more clout in things like extortion, construction and Unions.

I'd put Chicago at about 28 "formally" made men. But you can add a whole host of people who are soldiers, but didn't get the prick of the finger.

The Outfit has structure, which enables them to be successful, but they don't have the power they did 30 years ago.
