if you read the indictments from the big mob roundup in new england it was deluca who was wearing the wire against the guys on the street, when it was revealed that he had been whisked away into wpp it was reported he was going to testify against bulger, apparently when deluca went away for that long stretch it was due to some evidence from bulger so this might be some kind of payback
