This is not so unusual, and in the long run may turn out to be a good thing.

One discussion group that I am a member of requires that newbies be subject to strict moderation and post approval for the first month.

Another forum recently had to drastically change the rules regarding new memberships due to some rather serious (non-spam) issues: New members now cannot simply sign up as before - you have to send a personal e-mail to the chief Board administrator explaining why you want to join. If you are legitimate, your membership is approved.

Spammers should be shot. That is, after they are castrated. mad
