I have always believed that the Lucchese members in NJ were all under one captain (Ralph V. Perna). But it seems here that Capra also had a smaller crew established in New Jersey. And it looks like the Taccettas enjoyed a somewhat quasi independence before Capra was brought in to settle beefs between them and the Pernas.
Or have I missunderstood the affidavit?
