According to a conversation between Sal Vitale and Vito Rizzuto, there were about 20 men of honor in Canada. The Sixth Family describes that the Rizzutos organization consisted of three cells; two of 50 men, and one of 30.

Those 130 men weren't all made members, obviously. This was probably the Rizzutos entire organization.
