He's in California, right? I'm not familiar with California law, but I assume it approximates that of Texas. Anyone with standing can petition a probate court for a determination of someone's mental state. Such determination can result in a sanity hearing and examination by court appointed psychiatrists, and ultimately, remand to a health facility. But it's so tough to accomplish.
