I don't know about being tougher per say but the Bulger crew used murder as way of conducting business more than than the Patriarca's who were under heavy FBI surveillence. Bulger was able to get away with a lot having the FBI in his back pocket. The current boss of the Patriarca's, Luigi "Baby Shacks" Manocchio, is very and old and turned that mess around.
