Yeah, I figured that much, but how come they still get paid? We're they paid before the job started?
Its a form of extortion.
When a new construction project starts, the mob, which may control some of the unions, gets part of its share by installing some no-show workers on the payroll. These workers get paid the regular union pay (but don't do any work).
