I don't think its Don Ciccio - here he is just before he had Vito's mother killed:

I'm betting he's the actor who met Vito in Part II. Check out the eyebrows in this scene when Vito goes back to Sicily to kill Ciccio. Thats him on the left (and he bears a resemblance to Guest's picture):
