Sure. Prosecutors use their offices as career stepping stones--judgeships, law firm partnerships, corporate boards. RICO was on the books for more than a decade, but prosecutors were reluctant to use it until Giuliani won the Commission case. Then they fell all over each other bringing RICO cases against every Mafioso who failed to pay a parking ticket. After that, they went after corporate bigshots--they rolled up the CEOs of Worldcomm, Adelphia, Enron, HealthSouth. A US Attorrney who wanted his day in the sun set his sights against a friend of mine who was CEO of a very big corporation in his turf. My friend happened to be Italian, from NYC, and brash--toxic to jurors in the US Attorney''s turf. Like shooting fish in a barrel. Sent him away for four years. mad
