The Lucchese also made a bunch of older guys these last years. Longtime associates who aren't really earners but are loyal and active enough to be straightened out.

Back in the day, these guys would have never been considered more than solid associates but the Families need to get some new soldiers and i guess for them it's better to make guys that have been around for ages than up and coming guys you don't trust too much.

Philly seems to have the same policy. They inducted longtime associates who are related to some members like Sonny Mazzone and Anthony Borgesi.

Sonny Mazzone has been around the Family for ages. It doesn't make sense to wait 30 years to make a guy like him. They didn't make him back then because he was an on and off associate who wasn't fully in the streets. But now they need some new soldier and prefer to go with an older guy they trust. I 'm sure they had to convince him to get made. I don't see why Sonny Mazzone would want to be made at that stage.
