The same day that the Nevada Legislature legalized gambling, they also made Nevada the divorce capital of America by lowering the residency requirement for divorcing parties to six weeks. It was a perfect synergy with legalized gambling: You had plenty of time to kill during those six weeks, so you killed time either in it the casinos or at brothels, which were legal way before 1931. Reno even built hotels and boarding houses within steps of the county courthouse, and advertised itself in news media as the divorce capital. Keep in mind that it was almost impossible to get a legal divorce in other states. In NY, adultery was the only permissible grounds for divorce---and you had to prove it. Men actually hired hookers to be in bed with them in hotel rooms, and hired photographers to record the dastardly deed, so they could present the pictures as "evidence" to a judge.
