To get guys from Canada to agree to cross the border to commit murder takes some convincing, especially with the sentencing guidelines in the US compared to Canada. I believe he offered 300k or something like that maybe a little less? That's not a lot to cross into the US, commit murder, and pray you didn't make one mistake that can lead authorities back to you.
