While many government officials and law enforcement members are indeed scumbags, but organized crime bosses are the just like them; if they replaced the current governments, they would just do the same shit the government does. It's not like a gangster-controlled government would be more balanced, honest or whatever. Governments are closely tied with organized crime anyway, it's not like they are sworn enemies; all those mass arrests that sometimes happen are just a way to make compromises and trick normal people into thinking something is being done against crime.
