It's hard to say who's exactly on top, because the market for cocaine in the Netherlands and the Dutch-speaking part of Belgium is so enormous and there are so many different groups active.
I knew that Netherlands is biggest consumer and producer of synthetic drugs but i had no idea about cocaine market being so huge there with so many people involved. Considering number of groups and players i would expect much more violence.
