Fat Tony Salerno said it best when speaking to another boss from a smaller family outside NY (think it was Cleveland) - “tell him he’s dealing with the big boys now”. (I paraphrase but it was words to that effect).

Or to give you an Animal farm type reference - some bosses are just more “equal” than others.

Joe Massino (or “Messina” seems to be how everyone refers to him) chaired commission meetings. He was a millionaire ten times over and was a top NY official boss for many years (alongside rusty late 70s onwards and then many years post rusty dying). No Mickey Mouse acting lackey like al d’arco, Massino was the real deal. That sort of boss is not meant to flip or give the government anything. He benefited too much to flip, as a mobster in his 60s he is meant to happily go and die in prison. But he did flip and the power of that fat f*ck flipping and giving up everything, all the people that made him rich and killed for him, even wearing a wire on his acting replacement and entrapping him in a cell is massive and takes away the whole power/allure and any meaning of the mob.
