My guess is nobody got whacked for the kidnapping because 3 things-
First- Frank Jr survived the ordeal.
Second- Frank was always denying his relationships with the mob, that would have been harder to do if the kidnappers got whacked.
Third- Imagine the attention and heat that would have brought on being as high profile as Frank Sr was at the time.

Reminds me one when future Pittsburgh Boss Michael Genovese brother Fiore was killed by a mentally challenged man trying to kill the guy he was with for teasing him constantly in 1971- Genovese took no retribution. Supposedly the then Boss John Larocca convinced Genovese the guy had nothing to do with the life, and although traumatic, if Michael killed this man it would bring tons of heat down on him and the family. Law enforcement would have immediately started investigating the family. This also opens the door for informants to be developed by law enforcement during an investigation.
Genovese and the family never touched the man for the rest of his life.(he was sent to some insanity institution).
