I was going to say the same thing. On top of that Frank wasnt even made at the time so he can seat with the big fellas and having a convo regarding one very "complicated" situation. Messenger, maybe...involved, hard to believe it...
He wasn't made but it would have definitely proven his loyalty to the mafia if he in fact was willing to do it. Its not really that far fetched considering he also would have been able to fly under the radar when it came to suspects in the case. Plus Hoffa wouldn't have even looked at him as a threat.
