I read once that any Boss from one of the 26 families in the 1960's could attend a commission meeting and word would go out a week or so ahead of time so they could attend.

Apparently, at some point after that it was consolidated down to 5 or 6 families in the late 1970's but Philly was let back in when the Bonnano's were kicked off
