For sure. Quite a few Western European countries have a huge and diverse underworld. Netherlands, UK, Ireland, France, Belgium, Germany, Sweden and Denmark all host homegrown as well as transnational organized crime networks that have a way above average reach. There are way poorer European countries (Portugal, Slovenia, Hungary, Slovakia...even Poland...to name a few) where of course criminal activity exists, but where the homegrown organized crime elements don't nearly have the reach and pull of those that are around in those mentioned comparatively "rich" Western European countries.
