I can't imagine he was paying under Lucky, is it safe to believe once Costello flees and Genovese takes over that Lansky started to have to pay?
I don’t believe that Lansky was ever taxed. He had partners, coordinated investors, etc. and handled the “payouts”. He was a peer, never an underling, until the day he died.
