Generally, government agencies don't release tapes or other info used in criminal investigations unless you specifically ask for them--and you may have to sue under the Freedom of Information Act to get them. If the tapes or info were used in a trial (like Gotti's conversations in the apartment over the Ravenite in his last trial) then they're a matter of public record. You can get them as part of trial transcript that you have to pay for.
