Remember, it was Scarfo that went to the commission and asked Keys to be killed to "prove the administration was truly backing Scarfo" and not Keys. The Gambino's were given the job because 2 Gambino's were innocently spotted talking with Keys at a restaurant and it looked bad. Did Keys have a brother involved ?
