What was he doing there? If Michael had spotted him, he never would have fallen into that perjury trap at the Senate hearing later on. An alert poster many years ago found an earlier script treatment (there are many of them) in which Michael was to meet with Questadt in Cuba. Obviously it never made the final cut. So, why did FFC leave Questadt in that scene? Maybe he missed it.
