Technically; Could Gallo have become boss once Bilotti and Castellano got killed?
He was the highest ranking guy in the family at the time.

Joe N Gallo didnt support the revolt against Paul Castellano; but he did go along with it and stay quiet.
I think he knew he was a old man and most likely didn't want to be whacked either.

Gallo was in charge of the family in the couple of weeks between Castellano's assassination and Gotti's election to boss Makes sense. There was no Boss or Underboss in that transition period "Officially". Gallo was the highest ranking guy at the time. Didn't he get all the captains in line?
